1. The General provisions:

collectives, vocalists, soloists,
choruses,
theatres of fashions take part
In festival-competition
and young artists;
1.2. The purpose of festival-competition
representation of the children-youthful creative
collectives, the presented children, development
of their abilities and improvement of children.
2. The rules of festival-competition:
2.1. Nominations:
A.Khoreograficheskie collectives take part
on four nominations: Classical dance; National
dance; Sports ball dance - dance (pair or ensemble); Variety dance (including
hip-hop). The Minimum quantity
of participants
in collective-6 the person. Each
collective
represents 3 numbers, the general
duration
no more than 12 mines, the rules
of one number
no more than 5 minutes.
B.Khory, ensembles, soloists, duets, quartets
on nominations: the Academic
singing; Folklore;
Variety singing; Represent 3
products with
general time of sounding up to
12 minutes
of Century Theatrical genres,
Experimental
genres. A circus genre. Theatres
of fashions;
Competition of theatrical collectives
assumes
presence of the composite-finished
fragment.
Competitive requirements are
specified in
an estimated leaf of jury for
set forth above
nomination:-subjects and selection
of repertoir;
mastery; statement of number;
suits and requisites;
G.Instrumentalisty (soloists,
ensembles,
orchestras).
E.Plener (artists-станковисты). The various technics on a whatman paper

should have materials (brushes, a water color,

2 works, 1 work brought with self on a free
theme, 2-nd work on themes of festival-competition
are represented. The festival-competition
is spent on 4-th age group:1.до 9 years; 2. From 10 till 13 years; 3. From
14 till 17 years; 4. From 18
till 25 years;
3. Competitive requirements juri:
3.1. Technics and expressiveness;
3.2. Criteria of estimations: repertoir;
technics of execution; statement
of number;
suits and requisites; the general
art impression;
3.3 .Номера, exceeding a limit of time, can are stopped.
3.4. The decision of jury in each nomination
and an age category defines winners
and students
who are awarded with diplomas
and prizes.
3.5. The program of gala concert is defined
produser by group on the basis
of decisions
of art jury.
3.6. The decision of art jury is final and
is not a subject to revision.
The structure
of jury is defined for a month
prior to the
beginning of festival, depending
on the countries-participants
and subject applications.
4. Obligatory technical requirements.
4.1. Record of a soundtrack should be on
the digital cartridge of DATES, mini - disk, or CD with ideal quality of a sound;
4.2. Each record should be on the separate
carrier with the name of ensemble
or a surname
of the executor, the name of
product and
with an exact times of sounding;
4.3. The ¬«?»a¬O-cartridge should be established
on the beginning of record.
5. Organizational requirements.
5.1. The organizations, or the physical persons
delegating participants, bear
all charges
on their arrival to a place of
carrying out
of festival and back, to residing
and a feed
for all period of festival.
5.2. All participants of a trip should be застрахованы for a while from travel and residing abroad;
5.3. Participation in festival proves to
be true the invitation issued
by the organizer,
on the basis of the acted application,
the
signed contract, lists of participants
and
the documents confirming payment;
5.4. The application and the contract should
contain the full information with correct instruction of a genre in which the collective
is represented. Data about quantity
of the
participants, containing in the
application
and the list enclosed by it,
are treated
as final.
6. The preliminary program of festival-competition.
1-st day:Arrival participants of festival in Saint
- Petersburg. Registration of
collectives-participants
at the responsible person. Summarizing
of
payment of contracts with heads
of collectives.
Accommodation. An information
cocktail for
heads and children. Meeting of
the expanded
is art-coordination advice (organizers,
members
of art advice, creative heads
and managers
of collectives). Solemn Opening
of festival-competition
2-nd day: Competition. A choreography, a vocal, a
choral genre.
3-rd day:konkurce. Tools, theatres of fashions, an
exhibition of works of young
artists.
4-th day: the Free time. A Gala-concert. Closing of
festival.
5-th day: Clearing of hotels and departure of groups.
7. Cost of the program: At accommodation
in hotel " Russia " on the basis
of a half board (the Breakfast a supper)
– 200 euros.; the Rate for participation
in festival-competition: - the soloist, вокалист-20 euros; - a duet, a trio, a quartet, small
forms-43 euros; - collective
more than 6
mans-9 euros for the participant;

out of competition will pass
on a platform
of a concert hall of hotel "
Pulkovskaya
" or "Carnival",
specifications
will be informed in addition).
8. Bonuses:
free-1 head on group 15 person
(for visitors
of collectives); children's collectives
receive
memorable gifts: individual participants
receive memorable souvenirs;
each participant
receives attributes of festival
- a badge,

the student,
the winner or Grand prix, depending
on the
borrowed place. The note: the
Advance payment
for participation in festival
for nonresident
at a rate of 40 is necessary
for bringing
on the O/account till November,
15th. Applications
are closed on December, 01st,

nomination.
